Notice of Annual Meeting, Budget Vote, Student Transportation Vehicles, Board Election
OXFORD ACADEMY AND CENTRAL SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Oxford Academy and Central School District, Chenango County, Oxford, New York, will be held in the Oxford Academy Middle School Conference Room in said District on, May 13, 2025 at 6:00 PM, for the presentation of the budget.
NOTICE IS HEREBY GIVEN, that the annual meeting of the qualified voters of the Oxford Academy and Central School District, towns of Oxford, ectal, Chenango County, New York, will be held at the Oxford Academy High School Library in said District on Tuesday, May 20, 2025. Voting will take place between the hours of 12:00 and 8:00 PM at which time the polls will be opened to vote by paper ballot on the following Propositions:
- To adopt the annual budget of the School District for the fiscal year 2025-2026 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.
- To authorize the Oxford Academy and Central School District to undertake the acquisition of purchasing student transportation vehicles.
- To elect one (1) member of the Board of Education for a 3 year term commencing July 1, 2025 and expiring on June 30, 2028, to succeed Matthew Leach, whose term expires on June 30, 2025.
- To authorize the annual budget for the fiscal year 2025-2026 to the Oxford Memorial Library, to be raised by taxation on the taxable property of the School District.
- To elect one (1) member of the Oxford Memorial Library Board for a 5 year term commencing July 1, 2025 and expiring on June 30, 2030, to succeed William Brower, whose term expires on June 30, 2025.
A qualified voter is a person who is a citizen of the United States, at least 18 years old, a resident of the Oxford Academy school district for at least 30 days prior to the meeting at which time they offer to vote, and who is not otherwise prohibited from voting under the provisions of section 5-106 of the Election Law (i.e., a person who has been adjudged to be mentally incompetent).
AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2025-2026, exclusive of public monies, may be obtained by any resident of the District during business hours beginning May 13, 2025, at the Oxford Academy and Central School district office between the hours of 7:30 AM-3:30 PM, except Saturday, Sunday, or holidays.
AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education and for member of the Oxford Memorial Library Board of Trustees must be filed with the Clerk of said School District in the district office, not later than Monday, April 21, 2025, between 7:30 AM and 5:00 PM. Each petition shall be directed to the Clerk of the District and shall be signed by at least twenty-five (25) voters of the District, and must state the name and residence of the candidate. Vacancies upon the Board shall not be considered separate specific offices. The individuals receiving the highest number of votes shall be elected to the vacancies.
AND FURTHER NOTICE IS HEREBY GIVEN that applications for early mail and absentee ballots may be obtainable between the hours of 7:30 AM and 3:30 PM Monday through Friday, except holidays, from the District Clerk. Completed applications must be received by the District clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Early mail and absentee ballots must be received by the District clerk not later than 5:00 PM, on Tuesday, May 20, 2025.
A list of persons to whom early mail and absentee voters’ ballots have been issued will be available for inspection to qualified voters of the District in the office of the District Clerk between the hours of 7:30 AM and 3:30 PM on weekdays for 5 days prior to the day set for the annual election and on May 20, 2025, the day set for the election, and said list will be posted at the polling place(s) at the election.
AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 607-843-2025, ext. 4040, or
[email protected]. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 PM on April 25, 2024. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
AND FURTHER NOTICE IS HEREBY GIVEN, that any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, stating the residence of each signer, which proposition shall be filed with the Clerk not later than April 25, 2025, unless a greater number of days is required by statue. Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of monies is required for the proposition, and such proposition fails to include the necessary specific appropriation.

PROPOSITION I - ANNUAL BUDGET
Shall the proposed 2025-2026 budget for the Oxford Academy & Central School District (“District”) be adopted?
PROPOSITION II – PURCHASE OF STUDENT TRANSPORTATION VEHICLES
Shall the Board of Education (“Board”) of the Oxford Academy and Central School District, Chenango County, New York (the “District”) be authorized to purchase student transportation vehicles for a total combined maximum estimated expenditure not to exceed $130,000; and to obtain the necessary funds by the levy of a tax upon the taxable property of the District, to be collected in annual installments in the years and in the amounts as the Board shall determine in accordance with Section 416 of the Education Law, and, in anticipation of such tax, to issue up to $130,000 of obligations of the District?
PROPOSITION III - LIBRARY APPROPRIATION
Shall the appropriation for the Oxford Memorial Library within the Oxford Academy and Central School district be increased by the sum of $9,926 per year so that the total appropriation to the Oxford Memorial Library shall be $187,622 which shall be raised by a tax upon the taxable property of the School District in accordance with Education Law section 259.
